Rezoning, equipment purchases highlight town council agenda

TARBORO — A relatively brief agenda will face members of the Tarboro town council when they gather at 7 p.m. Monday in council chambers at Town Hall.

Two public hearings on rezoning requests are scheduled, including one regarding approximately 1.9 acres of land along the south side of Anaconda Road from I-1 (general industrial) to B-3 (general commercial) and another regarding 5.52 acres located on the right side of St. Andrew/NC 33 from RA-6 (general residential) to B-3 (general commercial).

Holderness and Bridgers Joint Ventures, Inc. made the first request while Kermit and Latrala Perkins made the second.

And in another zoning issue, the Planning & Zoning Commission will recommend council hold a public hearing and approve a request by North East Carolina Prep School to rezone its property, located on the south side of Howard Avenue Extension, from I-2 (general industrial) to O&I (office and institutional).

The 52-acre property was once the home of the Mary Frances Center, a resident treatment facility for females. The school purchased the property earlier this summer in an agreement with HighMark School Development of Midvale, Utah.

In other action, the council will deal with three consent items, including tax levy adjustments to both the 2011 and 2012 budgets and approving the minutes of the Aug. 13 meeting.

Action items to be handled by the council include:

• The reimbursement of insurance claims from damages to Fire Station No. 2 as a result of the July 1 storms that hit the area.

• The purchase of a crew cab truck with flatbed from Capital Ford — the North Carolina state contract vendor — at a quoted price of $30,472.84 and the necessary equipment from Godwin in the amount of $5,280 — totaling $35,752.84. The vehicle replaces a 1991 flatbed truck and funds will come from the general fund.

• The purchase of a John Deere 524K wheeled loader at a cost of $123,000 from R.W. Moore Equipment Co. in Raleigh. The new loader will replace a 1986 John Deere 544D wheeled loader. Funding will be from the budgeted line item in the Powell Bill Fund.

• Update the town’s sewer use ordinance to reflect changes in state statutes.

• Award bids for 2012-2013 water chemicals to Water Guard, Inc for sodium hypochlorite, Brenntag Southeast, Inc. for liquid caustic 50 percent and potassium permanganate, General Chemical Performance Products for liquid alum and Shannon Chemical Corp. for Ortho 50 percent, poly 50 percent (TPC 682).

• Appointments, including interim fire chief Frankie Winslow to replace retired chief Billy Whitaker on the fireman’s relief fund board. Other appointments will be made to the citizen’s advisory recreation committee, parking authority, planning board and zoning commission, redevelopment commission and Tarboro-Edgecombe Airport Authority (town/county joint appointee).

  • HAPPENING ON THE COMMON

Tarboro’s Town Common was clearly the center of activity in town Saturday,  with cars lining the streets surrounding the common, music that could be heard from blocks away, and a sea of people navigating their way through the vendors’ tables under a canopy of trees. The occasion was the 43rd Annual Happening on the Common.

After the marijuana was found, officers notified two of the three suspects that they also had additional warrants on them from the department's "Spring Fling" drug campaign where they had sold marijuana to undercover officers.

PINETOPS – With the threat of rain during the weekend, it put a little damper on the Pinetops 300 Tractor and Truck Pull attendance. Friday night there was a large crowd in attendance, but not the amount it has been the last several years. There was 500 less people in attendance Friday then there was a year ago, but it didn't stop the pullers from slinging mud everywhere. The fans in one section even had a chance to see what it looked like when a belt breaks on a fine tuned machine. During the Mini Modified run, Thomas Coleman, of Stoneville, had a belt break on his KB 526 Pure Hell ride and the belt slung into the crowd. No one was injured.

It was 13 years Sunday that a drought was broken in Big Spring, Texas, After that, we ate Mexican for dinner with a gathering of family and friends.
The next day, a Saturday, Stephanie and I joined one another in marriage under a beautiful little gazebo by Comanche Trail Lake, fed by the historic spring from which the community draws its name.
