PRINCEVILLE — Two Local Government Commission staff members visited town Friday and assisted elected officials with the town's financial woes, but their stay was not without controversy.
In an effort to create a 2012-2013 budget, T. Vance Holloman, deputy treasurer, N.C. Department of State Treasurer, meet with town officials for several hours and Sharon Edmondson assisted by telephone.
The budget was due June 30, but town officials failed to meet that deadline and were forced to pass an interim budget for July so that the town could continuing operating.
Because a board meeting was not called, only two commissioners were allowed in the LGC meeting at the same time to prevent a violation of state law. When three or more members meet, it constitutes a quorum and, therefore, a board meeting must be called.
Mayor Priscilla Everette-Oates stayed in the meeting the entire time while commissioner Ann Howell met for about one hour before she left. Commissioner Isabelle Purvis-Andrews replaced Howell and stayed for an unknown amount of time. Commissioner Calvin Sherrod was not seen at town hall.
Commissioner Gwen Knight was not allowed to attend the meeting because of a restraining order interim town manager Maggie Boyd filed against her. Boyd and town accountant Allen Daniel also stayed in the meeting the entire time. Daisy Staton, the museum curator who also works at the town hall, also spent time in the meeting.
"How can a museum curator take part in a meeting and an elected official can't?" Knight asked. "That doesn't make any sense. My constituents of Ward 1 did not have any representation. They rotated the commissioners out, why couldn't they rotate the interim town manger out so that I could come in? And for LGC to allow them to do so, that's even more confusing. It's not like Maggie Boyd knows what she's doing. We're talking about putting together a budget for a whole year. Do the math. It doesn't add up."
State law says all municipalities must adopt a budget before the fiscal year ends on June 30. Because Princeville did not meet its deadline, the town was forced to adopt an interim budget for one month. During that meeting, Everette-Oates said the 2012-2013 budget would be passed before July 31.
North Carolina General Statutes list criteria for passing of a budget that includes a board workshop to discuss the budget, a 10-day public notification and timeline for citizens to view the budget. After the 10-days, a public hearing must be called. As of Sunday, a board meeting has not been called and there has not been a notification filed with Princeville's local newspaper, The Daily Southerner. There's only 16 days left before the deadline and seven days before the town's next regular scheduled meeting.
Howell said some of the figures the town suggested were, "Completely out of order. How can you increase an item on the budget when you can't show where you going to get the money from for the increase? They are putting a lot of figures on paper and I don't see where they are going to get the money.
"I didn't stay in long enough to get a good fair knowledge of the foundation of the budget."
The meeting with LGC reportedly ended around 4:30. Both Howell and Knight said they have not heard the outcome of the meeting.

Two suspects arrested on 36 charges; third issued citation
After executing a search warrant Thursday on a residence at 500 W. Johnston St. in Tarboro, police officers arrested two suspects for possessing a small amount of marijuana and issued a third suspect a citation for possessing a glass pipe to smoke the drugs.
After the marijuana was found, officers notified two of the three suspects that they also had additional warrants on them from the department's "Spring Fling" drug campaign where they had sold marijuana to undercover officers. - Introductory Latin class beginning Tuesday

Pinetops 300
PINETOPS – With the threat of rain during the weekend, it put a little damper on the Pinetops 300 Tractor and Truck Pull attendance. Friday night there was a large crowd in attendance, but not the amount it has been the last several years. There was 500 less people in attendance Friday then there was a year ago, but it didn't stop the pullers from slinging mud everywhere. The fans in one section even had a chance to see what it looked like when a belt breaks on a fine tuned machine. During the Mini Modified run, Thomas Coleman, of Stoneville, had a belt break on his KB 526 Pure Hell ride and the belt slung into the crowd. No one was injured.

My 13 years have been lucky
It was 13 years Sunday that a drought was broken in Big Spring, Texas, After that, we ate Mexican for dinner with a gathering of family and friends.
The next day, a Saturday, Stephanie and I joined one another in marriage under a beautiful little gazebo by Comanche Trail Lake, fed by the historic spring from which the community draws its name.

MATTIE RUTH BULLOCK
BELVOIR — Mrs. Mattie Ruth Bullock, 81, passed away on Saturday, May 18, 2013. The funeral service will be conducted Tuesday at 1:30 p.m. in the Wilkerson Funeral Chapel. Burial will be in Evergreen Memorial Park, Wilson.
