PRINCEVILLE — The announcement of the possibility of the Edgecombe County taking over the town of Princeville's water and sewer operations was music to the ears of some residents.
T. Vance Holloman, deputy treasurer of the North Carolina Department of Treaurer who supervises the Local Government Commission (LGC), met with the county board of commissioners Tuesday night and asked them to help manage Princeville's accounts.
Edgecombe County Manager Lorenzo Carmon explained the county could manage the town's dilapidated water and sewer system as the company Envirolink is presently contracted to do. A second solution is for the county to completely take over the system. Carmon said the county and the LGC will discuss which method would best benefit both parties. Princeville has approximately 760 water and sewer customers.
"It will be better if the county takes it over," said Princeville resident Alice Bell. "It's a shame that it has to come down to this."
According to the town water and sewer billing document for September 2011, uncollected funds totaled more than $50,000. Bills from more than 50 customers ranged from $200 to more than $1,000, including four customers whose combined total was $5,000.
Several months later, the problem ballooned and the town placed approximately 160 residents on a cutoff list for not paying their bills.
Princeville has a long history of escalating water and sewer bills. The town buys its water from the Town of Tarboro.
In 1976, when Ed Bridgers was the mayor, he signed the contract with Tarboro. Since then, Princeville's system has not been properly maintained. Pipes are dilapidated and there have been reports of leaks. Princeville water rates have more than doubled since the beginning.
Commissioner Ann Howell has served on the board for more than 20 years and has heard citizens plea for improvement. She believes the county taking over the system is the answer.
"I think it is an excellent idea," she said. "I understand that the rate will be different, but we will have a reliable source of water and competent people doing the billing."
Princeville and Edgecombe County had conversations before about the county taking over the system. During those conversations, the town's finances were not in the predicament they are today.
If the county takes over the system, it will make a water and sewer District 6 as Edgecombe has nearly completed its county-wide system that makes up five districts.
Carmon believes a sixth district would be beneficiary to Princeville.
"We don't want to see Princeville lose it charter," he said. "We're going to do whatever we can to make sure that doesn't happen."

They will compete in three relay events and the long jump.
