Town council faces brief agenda

ROCKY MOUNT — While a short agenda doesn’t always translate into a short meeting for the Tarboro town council, the body does, indeed, face a short agenda for Monday’s meeting, scheduled to get under way at 7 p.m. in council chambers at Town Hall.

Only four action items are on the agenda, in addition to a public hearing on the request of Educational Capital Solutions, LLC to annex 52.31 non-contiguous acres into the Town of Tarboro.

Educational Capital Solutions in the partner of North East Carolina Prep and owns the land that was once the site of the Mary Frances Center, a substance abuse facility for females.

Should the annexation be approved, the Town of Tarboro would be responsible for paying $1,320.86 per year through 2014 and $1,159.39 per year from 2015 through 2030 to reimburse the rural fire district for lost assessed value.

There are six items on the consent calendar, including tax levy adjustments for 2009, 2010, 2011 and 2012 along with approving internal control policies and approval of the minutes of the Jan. 14 meeting.

There are also four action items on the agenda, including the consideration of a contract with Wake Forest-based S&W Productions for the July 4 fireworks show at the high school football stadium.

Specifics of the contract are essentially the same as last year, when the town paid $8,000 for a 20-minute program. The contract to be discussed Monday is for the same amount, requiring a 50 percent deposit, but does not specify a length of time for the show.

Also to be acted on is a budget amendment to move $13,695 into the FY 2012-2013 capital outlay budget to provide adequate funding for the purchase of the town’s new recycle trailer.

The town received a $10,833.33 grant from the North Carolina Department of Environment and Natural Resources and provided $2,166.67 of its own funds to purchase the $13,000 trailer.

Council members will also review bids on the agricultural farms the town owns for the purpose of awarding a lease. The town has three farms of approximately 95 acres, 13 acres and 16 acres, respectively.

Council members will also receive a report of unpaid taxes that are liens on real property, as well as tax lien advertising.

Members of the public wishing to appear before the council may do so at the beginning of the meeting for a period of not more than five minutes.

  • Woman faces 32 charges

    A Tarboro woman's scam has led authorities to arrest her on 28 charges.
    According to a Tarboro Police Department report, Jennifer Ann Carr, 29, 1609 Barlow Rd. Apt. 9, took out loans in the names of 16 customers of a local business from January through April. Carr was employed through a temp agency with a local business, said Tarboro Police Sgt. Al Braxton. Braxton said the total loan amount netted $4,300.  
    Carr was charged with 16 counts of identity theft and 16 counts of obtaining property by false pretenses. She was place in Edgecombe County Detention Center under a $10,000 secured bond.

    After executing a search warrant Thursday on a residence at 500 W. Johnston St. in Tarboro, police officers arrested two suspects for possessing a small amount of marijuana and issued a third suspect a citation for possessing a glass pipe to smoke the drugs.
    After the marijuana was found, officers notified two of the three suspects that they also had additional warrants on them from the department's "Spring Fling" drug campaign where they had sold marijuana to undercover officers.
